Presently Hub sends multicasts periodically
SUTA app also sends unicast to hub with location details etc.
Add field in Hub multicast to include timestamp for
A. time reported in SUTA App update to Hub
B. time of receipt of "A" on Hub
C. time of multicast from Hub.
