Idea for Exhaustivity stringency hierarchies, based on work by @jbellik on EqualSisters. I thought of this because I was thinking about clitics, and realized our Exhaustivity constraints don't favor [σ] over (σ) over {σ}.

The document ends with a more radical idea for a StrictLayering constraint family.
