Cost pill not displaying tendency correctly #1163

Describe the bug
When the cost is zero, the tendency pill shown on the Resources Explorer side panel is shown red with no tendency arrow.

To Reproduce
Steps to reproduce the behavior:

  1. I clicked on a node in the Resources Explorer.
  2. The pill on the cost section shown on the side panel gives me no information.

Expected behavior
There should either be an arrow, as per the designs, showing if the cost has gone up or down since the last month or the pill shouldn't be shown if the cost has remained the same/there is no prior data to compare to.

@mlabouardy, I have a small question. To access this UI, do I need to set up an AWS account, generate an access key ID, and secret key ID? After that, should I set up a PostgreSQL server to store data locally? Once all of this configuration is complete, will I be able to access it?
