Replace BNDW with VAGF (#346)

* Replace BNDW with VAGF

VAGF is EUR-hedged and auto-invests dividends. This is much better for most EU citizens.

* Replace VWRA with VWCE

VWCE is in EUR, VWRA is in USD. Most people that read this will want EUR.

* Add https://indexfundinvestor.eu/ to reading list

* Update 5_People/personal-finances.md
