Upload a new theme

When I try to upload a new theme, I get an error message
"Are you sure you want to do this?

Please try again."

which takes me back to the previous page

I tried to add the theme in the wp-content folder like suggested here xyu/heroku-wp#122 (sorry I know it's a different project)

but Heroku won't let me push telling me "App not compatible with buildpack: https://codon-buildpacks.s3.amazonaws.com/buildpacks/heroku/php.tgz"

Any idea why that is?
