Add reviewers section to OWNERS file.

This gives more obvious place to add people as reviewers to lgtm PRs without needing to grant them full approver. Removes ImJasonH, lbernick, wlynch from active reviewers. Removes productivity-reviewers in favor of using the current approvers.
