Aesthetic about tweaks

Move about page to landing page, add executive summary where about page was, play with colors and fonts more

-look at assets/scss/_variables_project.scss for changes to font and color scheme
-look at config.toml for attempts to change color theme of navbar, contact info and names on navbar (?) - may be a better way to do color scheme in this file
-look at content/en/about/_index.html for how to change the (current) about page with the most up to date version - will become executive summary, port over from documentation
-look at layouts/partials/navbar.html for how to adjust font color (change from navbar-dark to navbar-light in nav class, idk otherwise?)

make sure to add a time/date stamp for last updated to the bottom of the page
