Alter the visibility for dependencies to
PUBLICto allow consumers to link against the library. It is unclear why this is required currently as the library should be a DSO, which would internalise the dependencies. However, we have empirical evidence that the dependencies propagate through the module for the time being. We may one day be able to interanlise the dependencies through modular include ACLing.
