Fixing a bug: Add parsable CSS test #125

TIL that we have the browser_parsable_css.js test that checks for any typos or mistakes in our CSS files.
This test runs whenever we push something to the server but it can also run locally.
We should add a section in the "Fixing a bug" page recommending running this test locally whenever a CSS file is changed.
