First draft Tandem driver that will work against the devel environment.

Includes:

• actual basal rates, including temps and suspend, but without suppressed/"dotted line" information for these
• boluses and wizards
• manually entered smbgs

It does not include settings, because tideline can't yet visualize Tandem-style settings.

NB: This version of the uploader was built with "debug mode" turned ON since we want help testing.
