Whenever a goal has no deadline it shouldn't cause problems for goals that do have a deadline.
Probably Activities generated from Goals without a deadline need to be separated out from the other simple Goal Activities. They can then be 'placed' once all simple Activities with a deadline, as well as budget Activities have been placed.
