This merges the separate __AVR_ATmega328P__ case in hw_uart.c into the __AVR_ATmega168__ one, which uses rounding since 65b3ca6.

This patch supersedes my former Atmega8 (which has a bug) and Cleanup ones, and also replaces the explicit baud rate divisor calculation with the use of
util/setbaud.hfrom AVR Libc.
