Make ALL newly created tokens have a neutral tag by default

Please make all TRC standard tokens reputation to "Neutral" by default.

A lot of community members and devs are reporting their tokens being marked as Unsafe by default and not possible to update their information afterward.

Kindly update the requirements and clear guidance on how to clear or improve the token reputation.
