Extra page on Tabulated Atmosphere documentation

Write documentation for use of Tabulated Atmosphere Settings, had a dedicated (but empty) page dedicated to it on tudat-space, linked from tabulated atmosphere model entry in list of all environment models.

Note: This page is currently not accessible, because Tabulated Atmosphere Settings are not exposed to tudatpy yet and thus the tabulated atmosphere model entry has been temporarily removed from list of all environment models.

It is up to @DominicDirkx to judge if this documentation is worthwhile.
