Requires ubiquity-os-marketplace/ubiquity-os-kernel-telegram#25
Similar to #44 we should add another posting "plugin" but for Telegram

Leverage kernel-telegram to DM when we have errors
Make it LogLevel configurable so whatever levels are selected get DM'd
Make it so that the plugin dev can list multiple user' to DM when init-ing the logger
