Description

As currently configured there is no process on V2X-Hub to build docker images for master for amd process architecture. This PR creates a github action to build master images for AMD and removes any retagging done in the circle CI automated release action. Note this automated release workflow has never been executed so it may have issues. Currently it does not build and images and merely retags already built images so the risk is minimum
