This PR includes an update to the repository's README that includes a short write-up to explain that the CARMA Platform system has a mixture of ROS 1 Noetic and ROS 2 Foxy content, and that this is a repository with some of the remaining ROS 1 Noetic content. It points to more detailed documentation contained within the carma-config repository.
