"Eclipse MOSAIC SUMO Ambassador Test" unit tests fail when sumo is not installed

Summary

When sumo is installed from apt-get (or any other way) the unit tests don't pass for "Eclipse MOSAIC SUMO Ambassador Test".

• One value in the test for example is incorrect where it should be in L, but uses values in mL.
  (https://github.com/usdot-fhwa-stol/carma-simulation/blob/develop/co-simulation/fed/mosaic-sumo/src/test/java/org/eclipse/mosaic/fed/sumo/traci/TraciTest.java#L397
  getFuel() function returns in mL, whereas the value is expecting Litres)
  There are other test failures in that package.

Uninstalling sumo, however, makes the unit tests pass.
Developer should look into fixing the function or sumo unit tests and also look into whether sumo is installed and working properly on circle ci.

The behavior was observed Ubuntu 20.04
