# PR Details
## Description

The current CDASim can synchronize vehicle positions and orientations
between Carla and SUMO simulations. However, there's an issue with the
correct synchronization of SUMO IDs and Carla role names. This PR aims
to address and fix this problem.

# PR Details
## Description
Add functionality to CARLA Ambassador to, on initialization, attempt to
connect to CARLA CDASim Adapter, with some retry limit. This avoids
deployment timing issues that occasionally cause the CARLA Ambassador to
drop Sensor Registrations if the CARLA CDA Sim Adapter is not up yet.

Update docker build to allow for caching of installed dependencies.
Currently rebuilding CDASim takes excessively long because the docker
layer that pulls sumo and CARLA is the same one that builds mosiac.
To improve on this I suggest we use scripts like
**install_dependencies.sh** -> **build.sh** -> **run.sh** so that all
dependencies can be installed in a single build layer and cached and
changes to source code should not trigger dependencies to be downloaded
again and rebuilt. This PR only includes the addition of an
"install_dependencies.sh" and a "build.sh". There already exists a run
script called mosaic.sh. There may be some reorganization necessary to
allow the added scripts directory to coexist with the docker directory.
Would suggest further improvements for moving install scripts out of
docker directory and uncoupling them from docker deployment. In the
future, the docker director should only including things in this
directory that are specific to docker like tagging scripts.

# PR Details
## Description
This PR updates incoming CARLA detections, which have Carla time stamps,
to have cdasim time stamps since all components in this system use
cdasim time. This fix is necessary because prior to establishing
connection to cdasim, carla spins for some time, creating a random
static time offset between carla game-time and cda sim simulation time.

**NOTE**: This PR also includes necessary fixes to use java 17 for sonar
scanner CI process
