remove unused module dobby

What does this PR change?

I was looking at code and packages that are not installed and are not used anymore and found out that the db-control code, which is based in perl, is not used anymore an was replaced long time ago by the smdba code.
This is a PR to clean the house and remove code that is not instalable anymore on the containerized version of uyuni.
