Chore: updates @uzufly/cesium-ifc-viewer from v0.11 to 0.12

which replaces the hosting provider of Stamen Toner tiles
from Fastly to Stadia Maps; updates Lit from v2.8 to 3.0;
and updates Cesium from v1.103 to 1.110, bridging the breaking
changes introduced by Cesium in 1.107 (readyPromise gone).
