cmake: add version number in csg/tools check

csg builds only with exactly the same of tools, e.g.
1.2.0 with 1.2.0 and 1.3-dev with 1.3-dev.

We need to a an extra check for that to FindVOTCA_Tools.cmake

This is rather complicated, so we just hope that the user will always use 
consistent version of all votca parts.

Reopen this issue at anytime if needed.

This issue also applies for the ctp modules.

With recent release moo/ctp 1.0 will need tools/csg 1.3  and not tools/csg 1.0, 
which needs to be checked in FindVOTCA_TOOLS.cmake and FindVOTCA_CSG.cmake.
