Clean up flakey tests - TBD - Not Started

Original inconsistent tests were either fixed or will test artefacts for the release. We ran tests 1000x and were not able to reproduce any of the know flackey tests.

We are marking this as Done, but can consider re-opening if more tests are inconsistent before release.
