In section 8 there is the following description:

sd: A string indicating whether the claim is selectively disclosable, as described in Section 8.4. This property is OPTIONAL.

The attribute sd is marked as OPTIONAL show I was wondering how the absence of it should be treated?

IMO, the absence of sd is equivalent to an never.
I think though a clarification needs to be added.
