The governance spec needs to be updated to detail the fact that a proposer of a governance proposal has the ability to reject their own proposal by voting against it within a given timeframe of the voting period.

Its suggested that a network paramemer is added that can be set with a value similar to x % of the enactment time. This would mean the the voter has say 75% of the voting period to vote against their own vote and for it to be rejected and cleaned up.
