Add an AC to check on funding in first period if the ugrade takes place within a funding period

Migration testing AC overage:

There is a need when we add new features that may impact current functionality that we include ACs that check for sanity over a version migratioon.

This will in most cases use the snapshot compatibility pipeline exercising the system test AC spanning the migration from mainnet -> develop (or a release branch for tagging)

Task:

• Add an AC to check on funding in first period if the upgrade takes place within a funding period
• Add an AC to check on funding if the protocol upgrade outage spans across multiple funding periods
