About the Pull Request

This PR basically ports and adjusts /tg/ virology for our codebase.

Why It's Good For The Game

Another interesting aspect of medical, more things to do and more threats.

Did you test it?

Yes, but it is unfinished.

Authorship

Probably a giant group of all /tg/ contributors.
I did have to write my own stuff in there, but mostly for scanner results.

rscadd: Diseases! People can now catch and spread viruses that range from helpful to life-threatening.
rscadd: Virology machinery will help medical department cure or create new diseases. Create a bio-weapon or something that'd help everyone onboard.

Everything works. Machinery for creating vaccines/engineering diseases will be added at a later date(soon).
