I don't know if this sort of report is welcome, but I thought I'd mention this.

I see the controls in the Window menu, and they work as expected for Fantastical (as a random test-case), but I have no luck with Things 3.app's windows. The “Keep Afloat” option is greyed out; the rest are not, but have no effect.
