A user agent is responsible to explain to its user what’s going on, in terms that user is likely to be able to understand. These explanations should happen at appropriate times and frequencies, so that they actually help the user understand instead of interrupting and distracting the user.
But I don't think we can say a UA was dishonest if it fails to get the user to understand a complicated topic, or if it doesn't find the right time to tell the user that a site can see their location or see through their webcam. Obscuring that information would be dishonest, but we're hoping for a higher bar than just that UAs don't actively trick their users.
Unfortunately, I don't have a better word. It's not just "transparency", which would allow the UA to just make the information available without actively promoting the most relevant information.
