Describe the bug
if get secret from vault failed kubeconfig does not stop the process
https://github.com/w6d-io/ci-operator/blob/main/internal/k8s/secrets/kubeconfig.go#L50

Expected behavior
It should failed the process

Environment (please complete the following information):

Kubernetes version: 1.19
Go Version [e.g. 1.15]
Tekton Version 0.24.0
Cloud-provider/provisioner: EC2
