Maintenance mode doesn't trigger even with the .wabbajack deleted from the CDN

Sometimes authors know their list is broken but maintenance isn't kicking in because it is base game related which we can't test. So to not have to manage the "forecdown" : true tag by hand they delete their outputs from the CDN or another hoster since they are useless anyway.
But some lists now have all those files on the Nexus and only the .wabbajack on the CDN so they want to delete that to trigger the forcedown, but currently this doesn't work.

Could the maintenance test be updated to include a check for the main .wabbajack file ?
