What does this PR do? 🛠️
We've decided to remove workbench for the content dashboard for now. We are keeping workbench access. This also adds some updates to the content dashboard.
This also adds the concept of "primary WFO" to the user page. We will utilize this in setting the filtering default on content in a follow-up PR.
