Update Concepts: replication text

  • State that tenant data operations can lag tenant activity status change
  • Update language for schema to cluster metadata re: what is managed by Raft
    • Cluster metadata: collection definition + tenant activity status
  • Clarify Raft as not strongly consistent
  • "Tenant status" -> "Tenant state" where applicable; leave "tenant activity status" / "tenant state" as language choices
  • Lots of copyedits for consistency & accuracy
