Document User Personas

We need to create something similar to DataONE personas: https://www.dataone.org/user-personas

We need to capture at least:

1. someone coming to WT to look around
2. Tale creator/publisher
3. Image creator (advanced user)

This should in the creation of some specific descriptions in a subsection of the user documentation that's reviewed by the team/PIs.

Looking over the DataONE documentation about Personas and the methods specifically (https://www.dataone.org/personas-methods), this seems more like an end-product of the IS working group as currently conceive, not something that we can invent as part of the MVP documentation.

For the MVP, I'd like to reframe this as something less involved than "personas" but still capturing the spirit of what was asked for.

For v0.4, went with basic description of types of users (http://wholetale.readthedocs.io/users_guide/scenarios.html). Will defer the more involved persona development until a future release.
