Developer documentation for adding a new provider

With DataONE, Globus, and Dataverse support, we will likely want to quickly add new providers and enable others to contribute their own (e.g., Clowder, Illinois Data Bank, etc).

Add documentation to explain the basic model and how one would go about doing this.
