Add tools/utils to support multiple DSNs for reader/writers

For example, most of the -readwrite-* packages would benefit from being able to work with multiple sources, for example multiple repositories or SQLite databases.

Which ultimately means some sort of interface for finding which source a path maps to and then caching that information, which should probably live in this package.
