The download at https://www.pdok.nl/downloads/-/article/bestuurlijke-grenzen#764e16c78afb7a31973b7e2110b4e4ed for 2020 contains:

  • Gemeentegrenzen.gml for municipalities (localadmin)
  • Provinciegrenzen.gml for provinces (region)

Is open data and official source. Note this source is preferable for localadmin over cbsnl that is one year behind. Fortunately no changes in boundaries between 2019 and 2020, but usually some municipalities change every year on the 1st of January.
