This is the counterpart of this Android issue:

woocommerce/woocommerce-android#12681

On a new site that hasn't completed Woo onboarding on the web, if the "Get paid" button in the "Store setup" dashboard card is tapped, it opens the Woo onboarding flow. Once the onboarding is completed, it does not continue to the Payments onboarding flow.
