Proposal to reduce the Aurora blockchain governor limit

Aurora observations have been down since August 2022 because it's RPC endpoint was taken down due to security issues with the Aurora RPC implementation. The Aurora RPC implementation that was based on Aurora.js was also deprecated after the security issue was reported.

We recently became aware of a new Borealis based Aurora RPC implementation which some Guardians will start building out full nodes for testing. Assuming this testing goes well, Guardians will have the option to reenable observations on Aurora.

Since the original reason the Aurora observations were down was security related, I'm proposing that Wormhole Guardians consider reducing the Governor limit from Aurora from $500K down to $100K in preparation for the new RPC implementation going live and Aurora restored.
