Help control: rendering before CSS load causes jarring effect on page refresh #3541

Various CMS pages trigger a warning in performance tools. This warning is due to the help control rendering below the content before the CSS has fully loaded, causing a visible jarring effect for the user.

Steps to Reproduce:

  • Go to layout view.
  • Refresh any CMS page that includes the new help control.
  • Observe the help control rendering below the content momentarily before CSS is applied.

Expected Behaviour:
No jarring effect should occur on the page.

Actual Behaviour:
The help control renders visibly below the content briefly on page load.
