Basically tweaking under HKEY_CLASSES_ROOT\Directory\Background\shell\runas (initially not exists).

It models after the "built-in" Open PowerShell window here item implementation HKEY_CLASSES_ROOT\Directory\Background\shell\Powershell with minor adaptions.
