Steps

• Insert new admin principal as global admin principal in platform-orchestrator
• Change code base to use new principal.
• Change references of old admin principal in frontend and offchian agent.
• For sns canisters add new admin principal as the hot key.
• update controllers of existing sns tokens to new admin principal
