Describe the bug
Fragment: 256 MTU. Order: 1 ... R R+2 ... N 1 ... N. Overlap: None. test is Fail on Zephyr3.0.0 on qemu_x86

Results

FAIL: icmp.v6 got ICMPv6 Time Exceeded (type 3, code 1), which is not an expected result.; FAIL: udp.v6 got no echo response, which is not an expected result.; FAIL: tcp.v6 got no echo response, which is not an expected result.

Also fails on qemu_x86 for Zephyr3.0.0
