Describe the bug
Should use recommended initial values and bounds for connection defaults. test is Fail on Zephyr3.0.0 on qemu_x86

RFC 1122: section 4.2.3.1 {Recommended initial values and bounds}

Results

SKIPPED: tcp.v4 saw no SYN from the DUT.; FAIL: tcp.v4 estimates initial RTO of 0.207932 which differs from 3 seconds by 2.79207 seconds. Allowed error is 0.3 seconds.

Also fails on qemu_x86 for Zephyr3.0.0
