Describe the bug
Verify SYN-RCVD state remembers last state; passive open. test is Fail on Zephyr3.0.0 on qemu_x86

RFC 1122: section 4.2.2.11 {SYN-RCVD remembers last state}

Results

FAIL: tcp.v4 did not send expected SYN+ACK response.; FAIL: tcp.v4 did not send expected SYN+ACK response.

Also fails on qemu_x86 for Zephyr3.0.0
