Python and dependency update bump

Bump to Python 3.11.

These tests are not easy to follow and some I question how they passed in the first place. Eg. usgs wait for scene ready L38 initially expected save to be called once on complete. HOWEVER wait_for_scene on complete calls save twice...
Did my best to make minimal changes to the tests to get tests passing again.

Other Changes:

• removed deprecated libtiff and replaced with pylibtiff
• PILLOW versions 10+ no longer uses ANTIALIAS but now uses LANCZOS. https://pillow.readthedocs.io/en/stable/releasenotes/2.7.0.html#antialias-renamed-to-lanczos
• ESPA API to use v0 (per ESPA docs)
• Adding references to LANDSAT 9 and LANDSAT C2 bands
